I am in favour of كوكي
For a single reason:
Words like سكاكر and حلوى and كعكة and the like will confuse some people. I can picture a user who just read the message "يجب تفعيل الحلوى" (cookies must be enabled) and thinking "Why is this thing talking about food right now"? The reason that the word cookie works in English but the translations cannot work in Arabic, is that the word Cookie already acquired new meaning which English language speakers already know by convention.
