As Ossama has noted 'FontForge' is the tool to use from what I hear on Linux.

I personally couldn't find one but that doesn't mean it doesn't exist.
So if you come across something that is worthy or decide to write your
own, let us know for I think it would be a good doc to host on Arabeyes
for future reference.

Do please upload it on the 'net somewhere for us to take a look (if you
don't have web presence, look into the various free web-hosting sites
out there).
BTW: I don't think 'doc' is the proper list for this topic - do please
use 'general' or 'developer' for future correspondence.
We also need help on the Khotot [1] project and could certainly use the
hands and abilities of those interested. It might be a good idea for us
to talk on IRC to get the ball rolling (interested ?).
