more xml'ization

Salam,

Youcef, prompted by your bug #165 report [1], you probably saw me going
all over converting the left-overs from SGML to XML. The only exceptions
are the SGML's autogenerated by LyX or similar. I think Munzir Taha
and/or Karouri need to convert those themselves (it's just too painful
for me to do).

First I would like to say that your translator-guide was written in such
clean sgml that it took me a couple minutes to convert to XML (so thank
you!). It took me awhile to work out the docs-sync script though. I
still dont' quite get it. I updated the cfg file but seem to have to do
quite a bit of manual work (which I will leave for you ;)

One thing I did notice though is that when I converted the Arabic
version of the translator guide to XML the docs-sync script did not copy
the right language.css so it would go rtl. I did it manually, so you
probably want to look into that as well.

I would have normally filed a bug report, but I figured Munzir would
want to know about this so I can say again, pleaase convert those
documents to XML ;)
