Actually you are describing the works of the yet-to-be-active QAC :-)

We are supposed to review a long file containing common terms and come to an 
agreement on a standard translation (for sentences up to three words). Nadim 
has kindly wrote a perl script and created that file from Arabeyes' 
KDE/GNOME/Mandrake PO files:

I personally have a dictionary published by ALECSO. It does not contain very 
recent terms and Linux-related terms (and sometimes some translations are 
very bizarre) but it was very useful to me.
