I would say that this should be dependent on the issue at hand. There are
some issues that should take you 1 minute to decide on, others may require
extensive research. Instead of explicitly putting that as a rule, it is
a general understanding that for things that may require time to research
and contemplate, time should be given for each member to be able to make
a better and informed decision.
