Well, no, it's not a bug. The Shift+comma key produces a comma which is
used in Arabic, but it's the one used as a decimal point in numbers. (On
a typewriter one uses a raa' for such a comma.)

It's still a bug. An Arabic keyboard should never produce Latin
characters (excepting those that work in both scripts, like parens.)
