However, if you were really bent on solving this 'problem', a better solution is for the word processor/editor to intelligently assign harakats. Even if you were to have some sort of applet to insert harakat wherever you wished, it would be such a pain to stop editing, move the mouse, click on a button, go back to the word processor and continue editing.
