The software can be indeed GPL as other software is copyrighted by
foundations or single person but is distributed under the GPL. If I am
not wrong and acording to what the GPL says the software IS GPLed as it
is distributed as a GPL software (cz of Debian...) claiming ownership of
the softwre by copyrighting it does no change it's status. For eg. Linux
is copyrighted by Linus Torvalds or some gnome apps by the FSF
etc...Still they are GPLed.
