How do you enforce this ?  What all of this really boils down, I think,
is putting forth a good nurturing environment so that those that are
self-motivated and have "fire in their belly" (TM) can thrive in pursuing
their interests.  If we start a quid-pro-quo mechanism it seems to cheapen
the entire idea - but still there is no harm in asking or suggesting I
guess.  In all I continue to agree with youcef that our biggest hurdle
is our poor PR image and lack of external collaboration and involvement,
those areas is what we should concentrate on to see where they lead us.
