  Almost anything to translate is available in PO files, this includes GUI 
messages and documentation.

   The only problem with Kubuntu is that they use, in addition to official 
translations (ours), translations made on Rosetta (Launchpad.net), which may 
cause some inconsistencies. See

To build KDE4. See http://techbase.kde.org/Getting_Started/Build/KDE4 .
And then compile the PO file:
# msgfmt file.po -o file.mo
# cp file.mo /usr/share/locale/ar/LC_MESSAGES/

If you see any Arabic related bugs in KDE4, please report them 
(http://bugs.kde.org). You can ask about KDE4 related issues in #kde4-devel 
too.
