Precisely.
As of course someone will certainly object that there are probably
Arabic speaking people in nearly all world countries, the ideal
situation would be having 240 ar_* locales...:-)...as well as 240 fr_*
locales and so on....
(240 is the number of entries in ISO_3166)
As this is obvioulsy impossible currently (building a locale requires
being very careful and get information about some tricky stuff),
focusing on what could be called "major" countries is of course
better.
A first target for instance are countries having the given language as
their official language (which means I shouldn't probably focus on
ar_FR but, hey, this is my country after all...:-)))
