In short, go ahead and research this topic and present your findings. See
what the various open source English->German or Dutch->French, or whatever
other dictionaries are doing and put forth a recommendation. Do also look
into the 'dictd' project to see how it would accept all these categories,
settings, etc.
Not sure it is worth the effort. What we are in need now are translators. When
the translation work is done, we can think of better ways to restructure the
data (and like said Nadim, it is not that complicated if it becomes
necessary).
But for now, the translation effort is going slowly on all fronts. Of course,
thanks to a few people, it is not stopped totally.
