No.  What you checked out and what commit-privileged people see is the same
thing the only difference is that you (without commit privileges and/or an
account) will not be able to upload (or change) anything yourself.

If you want the entire thing you can do this (this takes a while, so
don't do this if you are on a dialup),

  $ cvs checkout .

As noted on your first answered questions above - yeah they are.  The only
ability you don't currently have (and that will change if you continue
with working and showing true intent) is by committing files and uploading
your changes.

BTW: on the PHP translation project, you guys don't use CVS ?
