Linux and KDE are separate programs, which means that arabic support for one of
them doesn't neccesary mean arabic support for the other.

you can do that by downlaoding and compiling the next package:
http://download.at.kde.org/pub/kde/stable/3.0/src/kde-i18n-ar-3.0.tar.bz2
However, this file does not contain the latest version of the arabic
interface, becuase it was released with kde 3.0. I'm assuming that you have KDE
3.0, since that is what is shipped with Linux Redhat 7.3. If you really want the
best arabic support and a better kde (fewer bugs) you should upgrade to 3.0.1. For
installation instruction please see the site of kde.org.
One more point, I don't know if you can use the i18n package of the 3.0.1
release with your kde (v.3.0). If that is possible than you should do that of
course.
