There's a lot of publicly available data at the NGA website. I can't
find the exact link right now, but it should be buried somewhere under
here: http://earth-info.nga.mil/gns/html/index.html
I had downloaded a several hundred MB file from there several years ago,
it contained just about every city with its WGS84 coordinates.
Unfortunately I don't have it now.
