It's been a while since I did Arabic jsps, however...

You are better off using the html encoding as opposed to @page. Also, you would need to set the direction (rtl) in the the html metatags. AFAIR, jsp doesn't have anything like that.

Last time I did something like this I had all sorts of problems with @page so I ended up using a template system to embed the html metatag.
