Emacs 19 does definitely support Arabic. There is some scattered doc around the
net on how to get it running. But remembering an exchange that occured a few
years ago on the arabic-linux mailing list, it seemed rather complex...
Note that I understand mule is a proprietary encoding that ought to be
abandonned for either a unicode or an ISO one.
(X)Emacs 20 and 21 do not support Arabic, expect for displaying isolated chars.
