Umm... UTF-8 ;) I *know* that most people have cp-1256 enabled by default, etc
tc. But there are two principles here: 
  a) CP-1256 is for Windows, and we are geared toward Linux/Unix
  b) UTF-8 is *the* standard

Yes. When we were discussing this earlier, I was thinking in terms of storage,
and not display. It definitely fits under Resources.

I recommend 'announcements' list for this type of thing. I am really not
advocating a mushroom effect with the lists, but we will have several
announcements to make, and I have no intentions of cluttering everyone's
mailbox because they are subscribed to 2-3 of our lists already. It's bad
ethics ;)
