You might want to mention the KDE IRC client that you are using
(and possibly a website where one can download the application in
case there are those that would like to jump-in and replicate your
less then perfect experiances). You might also want to post to the
IRC client's mailing-list or contact person (or author even) about
Arabic support and the problems you are having while CC'ing this
mailing-list for any feedback (and support) that we might be given.
I know I wasn't much help, but you'll need to be more specific and
you might also need to contact the IRC client's authors and/or support
group for more details/help.
