That is true .. Menu items that are shared with all KDE applications such as 
the "File", "Tools" and so reside in the kdelibs.po file..

I am not sure about this .. I advise you to get to the kde-i18n-doc list .. I 
will forword your email to it and see .. I am already a member in that list..
