We are using "Damned Lies"[1] for translating GNOME. Just create an
account for yourself and join the Arabic translation team (from your
user profile). You'll then be able to "take" a translation, download
the .po file and upload it back after you translate it (and send me an
email so I review and/or commit it). I suggest that you start with
gnome-packagekit [2] as it's quite lacking, but of course you can
choose whatever you want/are familiar with from the list [3] (just
avoid modules that have less than, say, 100 fuzzy/untranslated strings
for now, as they are better completed after the string freeze).

As for Ubuntu-specific apps: yes, they are translated in Launchpad,
see http://wiki.arabeyes.org/أوبونتو

(I hope the above is clear enough for anyone wanting to contribute,
someone should probably make a screencast)
