I think your solution is lacking one thing: we can't tell where is
alef maksura . Other than that, I don't have any problem. BTW, why is
it important to have normalization?

As Greg pointed out, this is not necessarily an alef maksura. So, I
think the quesion would be, why is it important to be able to
distinguish alef maksura at encoding level? Well, to me, so that we
don't have any confusion like what we are having now. That's all. So,
if we use a proper encoding system, it will be easy to look for alef
maksura. It will be good for learning. The text it self will tell you
which one is alef maksura and which one is not. I think using your
suggestion will not help. However, for other cases, there won't be a
problem because there is no confusion.
