I'll keep the list posted if my non-Arabic speaking techie colleagues (who've volunteered to help me do this) manage to create a fully arabized Wiki.

The software of the arabic wikipedia is under GPL, see
http://mediawiki.org
I fear there's no manual in Arabic yet, but you can find the english
documentation on http://meta.wikimedia.org/wiki/Help:Contents
