What about Alef Maksura and 0670?
It should not be left aligned in this case, it should be rendered as
a regular haraka.
My point is to use it like a haraka for these cases and when it needs
to be left aligned, it should be used on a tatweel.
And finally when it is needed to be standalone, the new proposed
character should be used (the same situation as 06E7 and 06E6).
