Because they're evil ;-) Seriously though, you should tell your friend
(and anyone you talk to, ever the shawarma guy :-) to ditch any and all
encodings and "ONLY USE UTF-8" (I'm rather militant about this point).
If your friend is using win-2k and/or XP or later - tell them to change
their default setting to UTF-8. You would also be doing all Arabs a
favor by spreading this wisdom.
