Yes, but *cough* (via Elzubair) no one wants to update it :(

Here is a new commit though I forgot to change the rev # to 0.31 but don't 
think it worth a separate commit.

Log Message:
- more bugs are committed
- updated some bugs with last minute changes
- organizing the document in a more readable way
- added a section for intended audience per nadim request
