RH does _NOT_ support KDE (for some reason beyond me).. and so the RH RPM's you
find for KDE are not official -- and so often lacking and missing packages.

Grab the source from:
ftp://ftp.kde.org/pub/kde/stable/3.0.1/src/kde-i18n-ar-3.0.1.tar.bz2

$ tar jxvf kde-i18n-ar-3.0.1.tar.bz2
$ cd kde-i18n-ar
$ ./configure
$ make && make install
