Earlier date given is 1885 in Iraq and there seems to have been zillions
of unfollowed attempts..
I will update the page and refer to this report.
Looks like a good time to give it a definitive push... With Internet and
open standards, the conditions are perhaps met for success;)

Seizing the opportunity to push one step further since the idea seems to
have been interesting and needed enough to have generated many attempts
and reinventions... How about making "shaping" mandatory only in high
level processing software? (basic editors, terminal, simple mailers and so
on would only optionally shape for example if ever)...
