It would be alot simpler if, as in today, the user were able to select
between development/translation/art/PR and then choose from a sub-category
which project he/she would like to contribute to (having them select
multiples will simply lead to headaches for all involved).  If the default
"Don't Care" is submitted, then the person would get assigned (round-robin)
to the next project that notes "need help" (per category of course) as part
of its web interface (a project's maintainer can opt out of the round-robin
by noting that he has all the help/people he needs).  This can all very
easily be scripted.
