Actually the problem is the size of the file and the number of people working
on it and not really the way of proposing words or voting on them.
For now, asking that 60 or 200 strings have to be reviewed on a single file in
one week by all translators is not feasible (CVS conflicts !). That's why
Abdulaziz suggested to share the file into smaller parts (500 is too much,
100 is a maximum). So we can easily share the work between all people and
avoid such conflicts.
As for the way of suggesting words and voting I thought this was fixed long
ago ;)
