With these, IIRC, you cover a default high prority i386 install
iso-codes is important because as soon as we will have an Arabic translations for the iso_3166 file, we will have a "short" country list after choosing Arabic at very first screen.
Countrychooser first display users all countries for which a valid
locale exists in the given language.
For instance, for Arabic, you will have about 10 countries, IIRC....indeed all those for which an ar_XX locale exists in Debian
Translating iso-3166 is quite boring because you have to translate 240 country names in your language, which may be tricky (and sometimes highly politically difficult). I was lucky that French names are normalized..:-)
After the above mentioned packages, I would mention:
base-config (2nd stage) shadow debconf templates (2nd stage)
Then:
anna main-menu partman-* all -installer packages (start with yaboot) ...all others..:-)
As you may see, what we call 2nd stage is sometimes artificial and not always related to priority. I prefer having the shadow templates translated (those asking for the root password) than the clumsy netdevice templates (Ethernet cards for s390).
