I'm not aware of the work involved but my personal opinion is that such
translation project should be given low priority. We should first translate
the tools directed to the 'user' (Distribs, Desktops, Office tools etc etc).
Developers usually know English and thus can use such tools. They even
'prefer' to work in a non localized interface for practical reasons.
In short, if anyone wants to localize scintilla then OK. But I personally
prefer to see the effort put in one of our current translation projects :-)
