It means that that file already exists (as can be seen here),

  http://cvs.arabeyes.org/viewcvs/translate/kde/koffice/

I suggest you do 'cvs update' and then commit any changes you have on
top of that.  It might be that you are using an older/stale copy of
the repository image.
