Yes that's how sourceforge downloads go.. you only need to download one (with
the latest version) from any one of the locations (choose the one closest to
you, or random if they're all very far) ;) You don't need to download them
all.

On the other hand, please don't use WinCVS -- unless you absolutely have no
other choice. Use the standard cvs client that comes with your linux/unix
system. Under the 'Resources' page you will find HOWTO's for that
(http://www.arabeyes.org/resources.php). I also encourage you to read the
FAQ's on http://www.arabeyes.org/faq
