ok, my misunderstanding comes from my lack of knowledge (and use) of KDE.
So for what it's worth, a virtual country is better imho. Putting aside tribal
sensitivities, it has a federating aspect in terms of l10n and i18n work that
chosing one country over others doesn't have (plus this latter alternative might
provoke forks and duplicate work in some near or distant future).
