OK first of all you need Gnome2 to be able to write Arabic, Do you have it ?
About the Arabic keymap it is available with the last Gnome 2 Release 
Candidate .. the GKB applet added the Arabic countires and Arabic keymap .. 
so you hav use it under Gnome2
