I am not aware of any IBM/Egypt translation of the KDE GUI. The only official
translation team for the KDE GUI is the Arabeyes team. Of course, anyone in
the world can translate and contribute to it. If they are doing so, we surely
are interested. 

http://www.arabeyes.org/projects/kde.php -- it has links to KDE pages which
list us as the translation team.

'sponsor of linux arabization' means very little in itself. No one has
single-handedly said they are going to sponsor Linux Arabization. There are
several groups doing several different things. If there are any
group/organization wanting to sponsor linux arabization projects, please let
us know of them (and let them know of us ;)..).
