The best way to think about it is that the Presentation Forms A
and B are there for compatibility reasons.  Nobody is and nobody
should ever use them.  The Arabic script as encoded in the
Unicode standard is serving more than just Arabic language.  So
you see on the higher rows of the 0600 block characters that are
not used in Arabic language at all.
