Looking in fontforge, I noticed that the accents/harakaat have a width of 1
(open the actual glyph and go Metrics... and Set Width... to 1.

If you try that in the new font, does it improve things? 

didnt try, but IMO this is not the problem. its the (X, Y) coordinates
of the harakat, CUPS needs to be aware of which chars have
harakat property or 'NSM' so it can change its (X, Y) position
accordingly.

i think this can be done through minibidi's getType() which returns
the type of a given char. harakat are 'NSM' AFAIK.
