Yes, there are subtle differences, mostly with numbers. North African
Arab countries use Arabic numerals whereas the remainder of the Arab
world uses Hindi numerals. We can create 2 keymaps, one for Egypt (to
represent the Hindi numerals users) and another for Morocco (to
represent Arabic numerals users). The remainder of the 20 countries
could be made identical to one or the other (depending on their usage).
We will end up with more than necessary files but I'm not sure what the
alternative is.
Nadim's suggestion of symbolically linking them makes a lot of sense to
me, is that a feasible solution?
