You are right. But:
* In ChangeLog people write for example what the applied patch is
supposed to do, while in commit log they just write which patch
has been applied.
* ChangeLog is something that goes into distribution, so this way
we should automate ChangeLog generation from CVS, which I don't
know how to do this in a clean way. The other way is to update
ChangeLog from cvs2cl.pl output manually before releases. I
choose this way for now.

approach.
