Indeed. the "Arabic" in all Unicode blocks is for Arabic *script*, not for
Arabic language.
Well, this reminds me of a debate in Arabic Internet Names Consortium
about Feh with three dots above and Feh with three dots below. They said:
"No, it's not in Arabic, we don't want it in domain names, it's not in
Koran". But we were meeting in Tunisia then, and all the walls were filled
with advertisements of VIVA, written using that Feh with three dots below
for /v/, and also SAMSUNG, which used Qaf with three dots above for the
/g/ sound!
