you can use KDevelop , it an excelent IDE , good and free , but need a good C/C++ knowldge.
for commercial development , you can use Kylix , it's a Delphi clone to Linux, and it can open Delphi / C++ Builder projects files from windows
and then recompile them under Linux , it's engugh to say that it's from Borland.
there are many other good ones like gIDE and Glade , most of them come in the Linux distrubtions like RedHat , Mandrake , SUSE.....
