I don't have any experience on creating fonts, so I'm CC'ing the 'developer' mailing-list, I'm sure someone who have the knowledge required for that will reply.
Also, you can try to contact the saudis, as they have made a fontset, and they can help you with this one too www.linux.org.sa I wish there is someone who can reply to your emails.

:( I'm really sorry I couldn't do anything but scan the letters and tried to use pfaedit but I couldn't manage it because of so much work. I also got a great book that have many other main fonts we can use but still need time. I'm thinking of posting the scanned letters maybe someone can start with it.
