As Mr. Elzubeir noted, there is plenty of info that has been
posted on this mailing-list regarding the topic (in short its
IBM's implementation of an internationalized terminal emulator).

Behdad, you will unfortunately not find much info beyond the
webpages that have already been mentioned - I simple _can't_
understand why their (openi18n's) mailing-lists are not archived
and statically available to be read by all.  With this one unwise
decision (IMHO) all openi18n projects run the risk of being
semi-closed.  They also run the risk of not attracting new
developers and "new blood" unless info is available for all
to read/research and see various ongoing discussions/posts.

Jiro, I again would like suggest that you (along with other
IBM'ers) try to bring this subject up and try to convince
whomever made that discussion to change it.  Having read-all
email archives is a win-win by all.
