No, the logical order would be the same. For example, in Yudit, it is a
combination of the two same characters.. so, 'b' corresponds to 0x0644 and
0x0627.. (the same as with VIM).. but they look different.

That *is* the idea ;) Everything in ASCII + the Arabic stuff.
