locale business

Salam,

Arafat, could you please specifically tell me what you are trying to
test and what is not working due to the locale settings? We do have a
UTF8 locale already setup on sina. So unless I am able to test something
and see error/warning messages or something not working like it is
expected, it is hard for me to debug.

I am not sure this has to do with locale, hence my questions.
