run this command then you can switch from Spanish to Arabic via (Alt +Shift) keys.

setxkbmap -layout "es,ar" -option "grp:alt_shift_toggle" -option "grp_led:caps"

Did you try configuring KDE the way you want? Usually
setting up and using Arabic under KDE is very easy. If
you're not using KDE, or you do not wish to use KDE,
probably you should just try to see if your setup works
on KDE then try to track the problem.

You should add a language in KDE by using the KDE
"Control Center" (Regional section) and then add a
keyboard layout from the "Peripherals" section. After
you're done with that, you should see a small icon in
the system tray; if you click it will give you an option
to use the keyboard layouts you asked for.
