Yes as Tom says U+06DF Arabic Small High Rounded Zero can occur on any alef. U+06DF Arabic Small High Rounded Zero is implemented correctly by maybe one or two fonts in the world, though so far as I can tell. The reason for this is that the representative glyph in the Arabic code chart for U+06DF Arabic Small High Rounded Zero is wrong, but they are fixing it in the Unicode 5.0 code chart due to Tom's efforts. You can see this fix for U+06DF Arabic Small High Rounded Zero here:

(And don't worry, it doesn't say it on the above public review page but the shape for U+06E9 in the Arabic code chart will not be changed since this character can appear in many shapes.)

So as a conclusion U+06DF Arabic Small High Rounded Zero is the best codepoint within the current 06xx block right now for representing the modifier for the assimilated/sequential tanween. Please use U+06DF Arabic Small High Rounded Zero for the assimilated/sequential tanween. This will be the best workaround to the problem.
