Currently there is katoob, a Gtk+ arabic text editor
if you have an arabic keyboard configured using the xkeyboard extension, get the stable version 0.2.1 from the project page
http://www.arabeyes.org/project.php?proj=Katoob
if you don't have, then the CVS version has an arabic keyboard emulator for those not having an arabic keyboard configured
it only requires Gtk+ 2.x
i don't know about fonts but you can try using "andalus" really i don't know
